Roofing is right. You get to the port the night before so that you don't have to worry about that. And, you join the crsiue at the next port, at your own expense. If you have travel insurance that covers such problems, then you will be reimbursed by your insurance company.This can also happen in the middle of your crsiue. If you go out on your own at one of the ports and don't get back before sailing time, it's up to you to find a way to catch up , again, at your own expense. That's why you should always have the name of the ship's shore agent [in your daily activity sheet], your passport, and some cash or a credit card just in case you have to find a way out of whatever country you're stuck in. On one of my crsiues, the pilot boat came out with some passengers and the ladies had to climb up a rope ladder [with their shopping bags!] to get back on the ship. I'm sure this cost them and they were lucky. One of the crew who was standing with us watching the whole operation said that not all captains would stop and wait.
